A length can't be changed after it is created, so past records never change. To change a policy, add a new outcome and hide the old one. Hidden outcomes stay on past records.
Renaming a reason doesn't change past records, which keep the name they were recorded with.
Rotate: anyone who passed a random test stays out until everyone has been selected. Equal chance: everyone available can be picked every time. Federal DOT and Coast Guard rules generally require equal chance; confirm which rules apply.
